I did a test, and it seems fine for me. Can you please provide more details?

    What version are you running?
If you rotate a control, and click "Record Rest Pose", the rotate values should change to 0,0,0 and the control should not move. Is this not the case?

If this works, and you click back and forth between "Set Rig to Bind Pose" and "Set Rig to Rest Pose", do you see the character go back and forth between the default pose and the one you recorded?

I'm using ver 2.1.4 on maya 2017, however I had this problem before on older versions of RR & maya.

While correcting the Tpose (i.e. after forgeting to corect the pose for FK), after a while I can't go back & forth between the poses. It keeps remebering the old Tpose I had before
