Creates a new dag node and a new MEL command to create it. Takes selected vertex and a transform as paramaters and creates a vertexConstraint node that uses the vertex index and contrains the transform to it's position. Compiled for window Maya 5, but source code is avaliable on my web site if anyone wants to try to recompile it for other platforms/Maya versions.
