Script doesn't seem to load

Hey, Using maya 2016 SP5
Followed the instructions as I understand it:
Put JPamTool folder into the maya/scripts folder
In that folder I create a userSetup.py (I used Wordpad++)
In the userSetup.py I put down:

JPam.Run()
Relaunched Maya...No sign of Pam Tool Shelf...anywhere...I even tried deleting the maya folder and maya regenerate it...and throw it into a clean maya with no presets...Still nothing...
What am I doing wrong?
