If there's a default you want to set in max that's not in the 3dsmax.ini file, you can set it using a maxstart file. Open max for the first time, change any setting you want (like for example turning on the "Angle Snap Toggle" button). Then save the max file as maxstart.max in your scenes directory, for example C:3dsmax7scenes. Next time you open max that toggle will automatically be set.  You can do the same thing to your material editor, if you want your material editor to have 24 different materials than the one it defaults to, save a material library (.mat file) called maxstart.mat in your C:3dsmax7matlibs directory that contains 24 materials, now when you start max the material editor will be populated by those materials..
